He grew up in the Warren County area known as Thomas’ Landing on the Barren River. After graduating from Ogden College in 1918, he joined the U.S. Navy and took writing courses at Harvard. Upon returning to Bowling Green, Lowe became involved in the hardware and sporting goods business. He was married to Sarah Emma Hermann, who worked as a teacher in the Bowling Green school system and the WKU Training School.  Lowe’s photographic work primarily documents the Western Kentucky University (WKU) campus, as well as family and friends. His collection includes slides, photographs, and negatives featuring various campus landmarks such as Cherry Hall, Gordon Wilson Hall, and Van Meter Hall. These images capture campus life, architectural features, and events during his time.  One of his notable photographs is of Fountain Square Park in Bowling Green, which showcases the park with surrounding establishments like Martin’s Store, Rabold’s, Adam’s Store, and Troy Steam Laundry in the background.  In addition to his photography, Lowe owned and operated Herman Lowe’s Sporting Goods at the corner of 10th and State Streets in Bowling Green. This store was a well-known establishment where locals purchased sporting equipment, such as baseball gloves, including models endorsed by players like Hank Aaron.
